The IMP has again reared its ugly head in the Strategic Defence and Security Review which can be found here

The section on Cyber Security starts on page 47.

For those who don't know the Government basically want to store as much electronic communication as possible in a big central government database. Needless to say this will be hugely expensive, technically horrific and will raise serious civil liberties concerns. I suggest that we make it part of our IT policy to resist any attempts to make such a program.

introduce a programme to preserve the ability of the security, intelligence and law enforcement agencies to obtain communication data and to intercept communications within the appropriate legal framework. This programme is required to keep up with changing technology and to maintain capabilities that are vital to the work these agencies do to protect the public. Communications data provides evidence in court to secure convictions of those engaged in activities that cause serious harm. It has played a role in every major Security Service counterterrorism operation and in 95% of all serious organised crime investigations. We will legislate to put in place the necessary regulations and safeguards to ensure that our response to this technology challenge is compatible with the Government’s approach to information storage and civil liberties.

The reemerging Interception Modernisation Programme (IMP) means internet providers will be forced to install interception equipment in their networks to capture details of who contacts whom, when, where and how
via services such as Facebook, Skype, webmail, and online games.

Is there any evidence that the Government would be able to make any coherent use of such a huge amount of data? I doubt it. Large Government IT projects are virtually always a failure on one level or another. Intelligence lead targeting works better and more efficiently, be it tackling terrorism or chasing benefit fraud. The Liberal Democrats should certainly fight this!
