An interesting collision in your news items :

Julian Huppert  : "It is absolutely essential people should be able to walk to work or cycle to school in a safe environment. The extra £8m for Sustrans will go a long way to achieving this."

Judith Lubbock   : "The Times also suggests that two per cent of the Highway's Agency budget should be earmarked for cycling providing about £100 million a year."

The Times is hardly a cheerleader for tax and spend but its estimate suggests that the £8m for Sustrans is little more than a gesture.

Highways agency and Sustrans are different budgets I think - the latter is about awareness raising and strategies, the former is trunk roads and motorways. 

I think that the point that the Times was making concerned the magnitude of the sum needed to bring GB up to scratch. All comes from from DTp budget anyway.
