If that is the case there should be in law a new class of self-employment/sole trader; a "Public Sole Trader" subject to the same tax rules as any other self-employed person but with the requirement to publish annual audited accounts.
This would create transparency in the financial affairs of public servants.

Maybe therefore they should bill for their services on the basis of time devoted to parliamentary and constituency business - the way solicitors and accountants work.
